Government agencies have been selling lottery tickets. People who wanted to sell lottery tickets should be allowed by the government. How to Sell, Governmental Organizations responsible for Selling Lottery Tickets and the type of revenues generated by the sale of lottery tickets in the community has responded differently and has led to the formation of different and sometimes conflicting views on the purchase and sale of lottery tickets. This research has investigated the process of publication, operation and sale process, as well as, different viewpoints on lottery tickets in the first and second Pahlavi period. The question is what were the reasons for the release and operation of these tickets in this historical period, and why and how did they cause to the opposition of some social strata? This paper attempts to answer this question by descriptive-analytical method and using archival documents, press and main sources. The findings reveal that selling the tickets caused contradicting reactions. Some religious figures such as Ayatollah Khomeini and Ayatollah Taalaaghani turned against them and considered the tickets as gambling. Ayatollah boroujerdi believed that if the tickets are not via gambling, the revenue can be spent on charities. Jalal Al-Ahmad contradicted the tickets as a western phenomenon.}, keywords = {Lottery Tickets,Imperial Organization,National Tickets,Ulema}, title_fa = {بلیت‌های بخت‌آزمایی در دورة پهلوی و واکنش مخالفین حکومت (1313- 1357ش.)}, abstract_fa = {یکی از منابع درآمدی دولت در دورة پهلوی، فروش بلیت‌های بخت‌آزمایی بود. سازمان­های دولتی  فروش بلیت­های بخت­آزمایی را برعهده داشتند. اشخاصی که خواهان فروش بلیت­های بخت­آزمایی بودند، باید از دولت اجازه می­گرفتند. تحلیل روند انتشار، کارکرد و فرایند فروش و مواضع و دیدگاه­های مختلف در مورد بلیت‌های بخت‌آزمایی در دورة پهلوی اول و دوم مسئله و موضوع این پژوهش است. پرسش این است که علل انتشار و کارکرد این بلیت‌ها در این دورة تاریخی چه بودو چرا و چگونه مخالفت برخی ازاقشار اجتماعی را برانگیخت؟ این نوشتار با روش توصیفی –تحلیلی و با استفاده از اسناد و مدارک آرشیوی، مطبوعات و منابع اصلی سعی  به این پرسش پاسخ داده است. واکاوی نحوۀ فروش، دولتی بودن سازمان­های مسئول فروش بلیت­های بخت­آزمایی و همچنین نوع استفاده از عواید حاصل از فروش آن در جامعه واکنش­های مختلفی را به همراه داشت و باعث شکل­گیری دیدگاه­های مختلف و گاه متضادی در مورد خرید وفروش بلیت­های بخت­آزمایی گردید. اکثر مراجع دینی بلیت‌های بخت‌آزمایی را قمار و شرط‌بندی دانسته و خرید آنها را حرام اعلام کردند. سخت‌ترین واکنش­ها به بلیت بخت‌آزمایی از سوی آیت­الله خمینی و روحانیون انقلابی صورت گرفت. آیت­الله طالقانی اعتقاد داشت که بنگاهبخت‌آزمایی ملی،بخشی از درآمد بلیت‌هارا صرف امورخیریه و بیمارستان‌ها می‌کند و نسبت به نحوۀ صرف عواید بلیت‌ها انتقاد داشت. آیت­الله بروجردی اعتقاد داشت عواید بلیت‌های بخت‌آزمایی به‌شرطی که قمار نباشد می‌توان آن را در امور خیریه صرف کرد. جلال آل‌احمد به علت ورود آن از غرب به مخالفت با آن می‌پرداخت.}, keywords_fa = {بلیت‌های بخت‌آزمایی,سازمان شاهنشاهی خدمات اجتماعی,بلیت‌های اعانه ملی,مخالفان حکومت}, url = {https://socialhistory.ihcs.ac.ir/article_4072.html}, eprint = {https://socialhistory.ihcs.ac.ir/article_4072_fd4810d885e9042585a586fd81463939.pdf} }
