Abstract

 
The Qajar government did not have a successful record in the field of urban and public health, and this, in addition to the spread of various diseases, did not show a good image of cities. Lack of new knowledge, destiny, ignorance and superstition had kept society away from health as a world phenomenon. From the late Qajar period, the process of change began with the expansion of communication and the activities of foreign physicians in Iran, and with the formation of Reza Shah's government, this trend intensified. Due to the importance of human health in the modern era, the implementation of new medical system was emphasized in this government, and the base of its implementation was provided by the formation of some relevant institutions; these include the "Supreme Health Council" and the municipality's health department in various cities, as well as the approval of health regulations. New health institutions in cities took part in the transformation of public health. In this regard; the health of the municipality of Tabriz also took measures to establish new health system that to some extent affected the health of people and the face of urban health, but despite the impact, it did not seem to produce significant results. Insufficient budget allocation, lack of health care staff, cultural issues and people's previous beliefs may be among the reasons for the failure. The main issue of this research is the structural changes and transformations in public and urban health of Tabriz during the Reza Shah era, and consequently the main question of the research is how to establish and implement the mechanism and results of these changes. This article examines this important issue on base of publications, documents and original historical sources in a descriptive and explanatory way.
