Abstract

Sarmashhad village from the beginning (early of Qajar period) to fifty decade(Solar Hijri) managed by tribe system. When land reform started in Sarmashhad, tribe system withdrew, so governmental system replaced. After Islamic revolution in 1357 (1979) management system changed to council system.

This research use historical-research method. Research question: How Sarmashhad management system as a case study change and reorganize? According to reliable sources, land reform did in 1349 in Sarmashhad. As a result of land reform many landlords lost some fields and some lords bought a few fields This condition reduced power of old management system. Islamic revolution and opposition with landlord's property, destroyed governmental management system in Sarmashhad village for all time. The village in transition from headman to council system handle by some people and institutions like patriarchs, charitable groups etc. But in 1377 the first council election done and in 1388 the first governor of Sarmashhad elected.
